  Description of invention.

The decks of the vessel flying on waves are covered aerodynamically. The vessel is an ecological and economic alternative to jet aircraft flying over seas and oceans, as well as ferries, ships, warships and other watercrafts used in fishing and sea rescue. The invention consists in two types of propulsion driven by the same jet engines. In the first stage of taking-off, turbines generating electricity eject gases through silenced tunnels to the rear part of the turbine. The hydrodynamic electric drive, which propels titanium tape placed spirally in the ellipsoidal niche of the floor, is installed in the lower part of the platform (3 and 4). This makes it possible for the vessel to move at 150 km/h - a condition for the automatic switching on of the second jet propulsion by leading the gases from the tunnels through channels directly below the platform floor (2 and 4) and removing all water resistance.  Owing to this solution, the vessel may travel at approximately 700 km/h during radar and satellite navigation. The engines of the vessel work quietly. The vessel needs less fuel than the existing aircraft and watercrafts for the transport of the same volume of goods. It does not sink, as 4/5 of the platform chambers are filled with foamed polystyrene in a honeycomb fashion. The vessel may land even at the beach, which eliminates the need to use the expensive services of airports and seaports. When the vessel is not in motion, it has a very shallow draft. All loading and unloading operations last for 5 minutes each.

Please note! Vessels flying on waves may be constructed in various sizes and for various purposes. The hydrodynamic mechanism of the smaller vessels designed for river transport may be driven by a diesel engine with a converter or directly by the water electric traction (see –

NAVY COMMAND

STAFF

No. 2588/000000

6 November 2000                               dr Ferdynand Barbasiewicz

Retired Colonel

Strzeniówka, ul. Jeżynowa 10

Dear Sir,

Your letters concerning issues significant for environment protection and state defence, such as:

·        “Appeal to All People of Good Will” on the World Forum of Nature Rescue and “respect for the gift of life on Earth”,

·        the concept of a “vehicle flying on waves” being a vision of the ideal tool of “modern combat strategy”;

·        other letters and technical documentation concerning the modern armament systems,

were analysed in competent units of the Navy Command.

We fully identify with people who are involved in the defence of natural resources of our planet. As a proof of this fact, we assemble on new building ships and modernised vessels the devices which guarantee environment protection in accordance with the MARPOL convention. At the same time, the Navy Command is an originator of research on new kinds of fuel with a limited content of sulphur, which might lower the level of NOx in ship waste gases to the acceptable international standards.

However, we regret to state that the scope of inventive works attached to the Appeal goes beyond the area of our investments. The competent units to address these issues, as you already noticed in your project, are: the District Offices of Waterways, water companies, regional self-government authorities and the Ecological Service. Most of these projects may be originated only by the Government, and respective funds should be approved by the Parliament in the state budget.

The concept of a “vehicle flying on waves” is interesting and feasible in the distant future. However, this vision exceeds our level of interest. The Navy Command does not carry out any basic research on new warfare agents or their carriers. We only provide orders to research institutes, shipyards and manufacturing plants for production of existing designs in accordance with plans approved by the Minister of National Defence. The research institutes that work for the Navy are the Naval Academy and the Centre of Marine Technology. You should address your further letters in the above matter to these institutes and competent departments of the Ministry of National Defence for supervision of research in the Polish Army.

Because of the size of presented constructions and high technological level, which involve serious costs of implementation, we think that your appeals and letters should be addressed only to Ministries of Defences (Navy) of allied fleets of NATO having strategic naval forces (US Navy, Royal Navy, French Navy).

Finally, I would like to add that the Polish Navy is not an independent governmental organisation and can only carry out decisions of the Ministry of National Defence in essential issues such as those mentioned in your letters. Your motions regarding the development of our armed forces should be addressed to this Ministry.

Yours faithfully,

Chief of the Navy Staff

Zbigniew Badeński
